Management

Jan Goodwin

Jan Goodwin is the Executive Director of the Educational Retirement Board. While at NMERB, she has focused on issues of transparency, sustainability and accountability. She is a graduate of Wesleyan University (B.A.) and the New York University Stern School of Business (M.B.A.). Ms. Goodwin is a C.P.A. and a member of the American Institute of Certified Public Accountants. She has attained the Certified Employee Benefit Specialist (CEBS) designation from the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania. She was also an adjunct lecturer for the New York University Real Estate Masters Program. Ms. Goodwin served as Secretary of the NM Taxation and Revenue Department from January 2003 to March 2008.  send email

 
Rick Scroggins

Rick Scroggins is the Deputy Director of the Educational Retirement Board. He joined NMERB in 2011.  His experience includes accounting and management in the New Mexico governmental environment for the past seventeen years, preceded by over twenty years of oil and gas and construction industry experience. Rick earned his B.B.A. from the University of Texas at Arlington and has been licensed as a C.P.A. since 1978.    send email

 
Roderick Ventura

Roderick Ventura is the General Counsel for the New Mexico Educational Retirement Board (NMERB). He joined NMERB in 2015. He has nine years of experience with the state of New Mexico including: three years with the Public Employees Retirement Association and five years with the Public Education Department. Mr. Ventura’s 22 years practicing law has included work with environmental and Native American nonprofits. He graduated from Cornell University with a B.S. and earned his law degree (J.D.) from the University of Colorado. send email

 

Bob Jacksha

Bob Jacksha is the Chief Investment Officer for the New Mexico Educational Retirement Board (NMERB).  He joined NMERB in January of 2007.  His experience includes 35 years in the investment industry and state government including the New Mexico State Investment Council.  Bob holds the Chartered Financial Analyst and Chartered Alternative Investment Analyst designations. He received an MBA from the University of St. Thomas and a Bachelor’s degree in Business Administration from Bemidji State University.  send email

 

Norma Henderson

Norma Henderson is the Chief Financial Officer for the New Mexico Educational Retirement Board. She joined NMERB in May (2017). Norma has 20 years of financial management experience in higher education and banking, and five years of financial management experience in state government: Department of Finance and Administration and Public School Insurance Authority. She earned a Master’s of Business Administration from the University of New Mexico’s Anderson School of Management

 
Patrick Herrera

Patrick Herrera is the Human Resources Manager for NMERB.  Mr. Herrera has a Bachelor’s degree in Business Administration in Finance from New Mexico State University and a Masters Degree in Business Administration from New Mexico Highlands University. He has previously worked in Human Resources for the State of New Mexico with the Department of Health and Department of Corrections.  send email

 
Lawrence Esquibel

Lawrence Esquibel is the Chief Information Officer for the Education Retirement Board.  Lawrence is a Certified Public Manager.  His experience includes 17 years in the business and technology sector combined with over 30 years of managerial experience.  Lawrence was most recently the Director of Information Technology for the past 7 ½ years for the County of Valencia.  Prior to that he was with the United Way of Central New Mexico for 6 years. send email

 

Monica Lujan

 Monica Lujan is the Member Services Director for the New Mexico Educational Retirement Board. She joined NMERB in November of 2015. Monica has eighteen years of experience in retirement plans. She came from the Public Employees Retirement Association (PERA), where she worked in all areas of the Member Services Division, starting at the front desk as a receptionist in 1999 and later managing the death and disabilities unit. Monica knows how important it is to help members understand their benefits to more fully enjoy their retirement security. Monica is also a Petty Officer in the Navy Reserve and proudly served in Afghanistan during Operation Enduring Freedom.
